Yes, it's true! Captain America has a (very) brief "cameo" in The Incredible Hulk and here are the stills to prove it.
The director had mentioned that Cap's shield is visible in Iron Man and told viewers to watch for Captain America himself in his film , but movie-goers were let down. He later changed his tune, noting the easter egg is actually in one of the deleted scenes.
