Some areas will have different Magic Factors, thanks to ley lines, crystals content, and other factors. The Magic Factor is deducted from the spell/item's PL before it is cast or enchanted. Every spell costs at least 1 PSI/WPR to cast, but those with FATigue also cost END (STA, CON in BtVS RPG). Generally speaking, the PL is the PSI cost. If PSI reaches 0, character falls unconscious; further loss goes directly to WPR/COOL.
Going more by the books for Buffy the Vampire Slayer Roleplaying Game, the costs above lead to a PL 6, unmodified by the area's Magic Factor, should it have one. Buffy does not use PSI or END costs, but I have added a FATigue category because so many other games I'm converting from have a similar entry.
